The sex offense unit and the family violence divisions of Baltimore City's police department are merging to become the special victims unit.
State’s Attorney Gregg L. Bernstein (pictured) says "these are extremely important cases that involve victims with unique needs. We hope and expect that this reorganization will produce better outcomes both in court and for victims of sexual assault and domestic violence.” He appointed Assistant State’s Attorney Lisa Phelps to lead the unit.
