Sexual Assault American Rescue Plan (SA ARP) Supplemental Funding - Support for Sexual Assault Survivors

The Maryland Coalition Against Sexual Assault announces the solicitation of proposals for the COVID-19 FVPA ARP SA Grant – Support for Sexual Assault Survivors grant program from the Governor’s Office of Crime Prevention, Youth, and Victim Services and the U.S. Department of Health and Human Services (DHHS). This program will provide funding for rape crisis/sexual assault programs (RCCs) and culturally specific organizations (CSOs) to prevent, prepare for, and respond to the coronavirus pandemic. In lieu of the Notice of Funding Availability (NOFA) process, MCASA is accepting abbreviated applications from current eligible entities through this White Paper Solicitation.

Eligible applicants include RCCs and CSOs serving sexual assault survivors in underserved communities in Maryland. Applicants are eligible to apply for up to $100,000. Organizations are welcome to partner on this grant. CSOs and RCCs partnering together on an application are eligible to apply for up to $125,000.

General Funds for Rape Crisis Center grant program

The Maryland General Assembly and Governor Wes Moore enacted House Bill 200 (2023), for the purpose of making the proposed appropriations contained in the State Budget for the fiscal year ending June 30, 2024, in accordance with Article III,  Section 52 of the Maryland Constitution, and included $1 million in the budget of the Governor’s Office of Crime Control, Youth, and Victim Services, for the purpose of awarding a grant to the Maryland Coalition Against Sexual Assault for the support of community rape crisis centers. 

Maryland Rape Crisis and Recovery Centers (RCCs) are eligible to apply for $50,000 in funding. Below is the White Paper Solicitation including budget forms and other materials needed to complete the application. Applications are due to MCASA at [email protected] by 11:59 pm on October 18, 2023.  Please note, if the applicant applied for the MCASA FVPSA SA ARP (2023) grant and submitted the required supporting documents with that application, the applicant may complete Appendix H: GF – RCC Certification of Previously Submitted Supporting documents in lieu of providing supporting documents that have already been provided if no changes to the documents has occurred.
