Support Human Trafficking Survivors: 
Contact Senators and Delegates to Urge Them to Vote Favorably on Safe Harbor and Vacatur Bills

The Maryland Coalition Against Sexual Assault (MCASA) urges you to contact members of the Senate and House Judiciary Committees and voice your support for HB 827 / SB 688: Child Sex Trafficking Screening and Services Act of 2019 and for HB 782 / SB 691: True Freedom Act of 2019.

The Child Sex Trafficking Screening and Services Act of 2019 would help ensure that child victims of sex trafficking are not criminalized but are instead provided with essential services.  This legislation, sponsored by Senator Susan Lee and Delegate Brooke Lierman, would require a law enforcement officer who has reason to believe that a child has been engaging in prostitution-related conduct to treat that child as a victim of sex trafficking.  Law enforcement would be required to notify a Regional Navigator to connect that child to immediate survivor-centered and trauma-informed services.

The True Freedom Act of 2019 would allow human trafficking survivors the opportunity for a real chance to rebuild their lives, free from convictions for crimes that were directly related to the sexual violence they experienced as victims of human trafficking.  This important piece of legislation, sponsored by Senator Susan Lee and Delegate Vanessa Atterbeary, expands the types of crimes that a human trafficking survivor can seek to vacate.  As long as convictions for minor crimes related to human trafficking remain on these survivors' records, they will never truly be free and have the chance to heal from this horrific crime.

MCASA asks that you contact the members of the Senate Judicial Proceedings Committee and House Judiciary Committee and urge them to vote favorably on HB 827 / SB 688, the Child Sex Trafficking Screening and Services Act of2019, and HB 782 / SB 691, the True Freedom Act of 2019, to give survivors of human trafficking the opportunity to heal.
