UPDATE: Safe Campus Act of 2015 (H.R. 3403)

The Safe Campus Act and the Fair Campus Act impose identical, onerous procedural requirements on the investigation of campus sexual assault by colleges and universities, and roll back the Department of Education's guidance mandating that schools use a "preponderance of the evidence" standard of proof in campus disciplinary proceedings. The National Panhellenic Conference (NPC) and the North-American Interfraternity Conference (NIC)--the umbrella organizations for many fraternities and sororities--have recently withdrawn their support for the Safe Campus Act, which additionally prohibits institutions of higher education from initiating Title IX investigations unless a victim of sexual assault reports the assault to local law enforcement. Both organizations, however, continue to support the Fair Campus Act of 2015 (H.R. 3408). MCASA, the National Alliance to End Sexual Violence (NAESV), the National Task Force to End Sexual and Domestic Violence Against Women, and over 200 other victim services organizations oppose both the Safe Campus Act and the Fair Campus Act.
