People who speak out about discrimination and sexual misconduct deserve our support.
Don’t allow unfair litigation to silence free speech.

Anti-SLAPP laws support people who are being targeted by abusive litigation with a process for:

  • Early Review: Courts can assess whether there is a cause of action or a genuine issue of material fact early in litigation, before excessive costs.
  • Attorney’s Fees: Shifting fees and costs to parties abusing court processes.
  • Stay of Discovery: Minimizing legal expenses until SLAPP motions are decided.

House Bill 650 updates Anti-Strategic Litigation Against Public Participation (SLAPP) law.

Amendments will make it clear that speaking out about discrimination or reporting sexual assault are matters of public concern. These amendments will help protect statements about any type of discrimination (religion, race, sex, gender, disability – any protected class) as well as reports by survivors about sexual assault. This will not create immunity, but will strengthen current law and make it clear that Maryland supports free speech and reports of discrimination and sexual assault.
