About the Training:
Drug-facilitated sexual assault (DFSA) occurs when a perpetrator uses drugs or alcohol to increase an individual’s vulnerabilities. They can do this by covertly giving someone an incapacitating substance, known as proactive DFSA, or by taking advantage of someone’s voluntary consumption of drugs or alcohol, known as opportunistic DFSA. College campuses have a unique culture that may increase the prevalence of DFSA cases.
Join MCASA on Wednesday April 29, 2026 from 2:00 - 3:30 pm for a free training on DFSA on college campuses, including cultural factors, signs and symptoms, and response. We will be joined by Detective Sergeant Jason Bahm of the Montgomery County Police Department, and Dr. Jessica Volz, Clinical Director of Forensics at Shady Grove Medical Center in Rockville, Maryland, who will discuss their experiences working with survivors of DFSA, investigating cases and providing forensic medical care, and how these cases differ from non-DFSA cases.

Meet the Panelists:
Detective Sergeant Jason Bahm, Montgomery County Police Department, Maryland
Detective Sergeant Jason Bahm began his law enforcement career in 1994, working for the City of Pittsburgh Police in Pennsylvania. While working for the Pittsburgh Police, Sergeant Bahm worked in patrol, was a district-level detective, and was selected to the city’s SWAT Team. In 2004, Sergeant Bahm transferred to the Montgomery County, Maryland, Police Department, where he was promoted to Detective Corporal in 2013 and was assigned to the Domestic Violence and Elder/Vulnerable Adult Abuse Unit.
In 2015, he was promoted to the rank of Sergeant and was selected for his current assignment as the supervisor of the Special Victims Investigations Division – Sex Assault Unit. Sergeant Bahm supervises seven detectives in the Sex Assault Unit, which investigates an average of 275 rapes and sexual assaults of victims 18 years of age and older. Detective Sergeant Bahm is also the law enforcement representative of the Statewide Sex Assault Response Team (SART) case review committee and the Co-Chair of the Montgomery County SART. He is also an adjunct instructor for the Public Safety Training Academy in Montgomery County, Maryland, conducting training on sexual assault investigations, trauma-informed response for patrol officers, and trauma-informed investigations for detectives.
Dr. Jessica Volz, Clinical Director of Forensics at Shady Grove Medical Center in Rockville, Maryland
Dr. Jessica Volz earned a Doctor of Nursing Practice, Bachelor of Science Degrees in both Nursing and Behavioral Science, and is a Nightingale Award winner. She is a nurse practitioner with a background in critical care, emergency, and forensic nursing working with patients across the lifespan for more than ten years.
Dr. Volz currently serves on the Montgomery County Domestic Violence Fatality Review Team, Child Fatality Review Team, is Co-chair of the Montgomery County Sexual Assault Response Team, Victim Services Sub-Committee for the Montgomery County Human Trafficking Committee, the Medical Sub-Committee for the Maryland Human Trafficking Task Force, NIST Organization on Scientific Areas Forensic Nursing Committee, American Academy of Forensic Sciences Academy Standards Board- forensic nursing section, and is a NIOSH fellow in the PhD program at University of Alabama at Birmingham. Under her leadership, she and members of the Forensic Medical Unit have lectured internationally, received Proclamations from the Montgomery County Council for its work with survivors of Human Trafficking and survivors of Sexual Assault, the Community Vital Link Public Safety Award from the Montgomery County Chamber of Commerce, and recognition from the Maryland Attorney General. Most recently, Dr. Volz became a fellow with the American Academy of Forensic Sciences.
