MHEC’s Title IX Attorney Training

In 2018, Maryland passed a law stating that students reporting or responding to allegations of sexual assault at colleges and universities are entitled to legal representation at no cost. The Maryland Higher Education Commission (MHEC) will reimburse attorneys who represent students in Title IX cases at the rate of $100 per hour. 

When a student files a Title IX complaint, or finds that a complaint has been filed against them, they will be given a list of attorneys who have agreed to provide legal services at the MHEC rate. 

MCASA is partnering with criminal defense attorney Shawn Sukumar from Price Benowitz, LLP, to provide this trauma-informed training for attorneys representing students involved in the Title IX complaint process. This training is mandatory for all attorneys who wish to be on MHEC's list, whether they represent reporting or responding students. 

The training will address the following topics:

  • Neurobiology of Trauma and Trauma-Informed Representation 
  • Federal and State Laws Governing School Response to Sexual Assault 
  • Anatomy of a Title IX Case
  • Procedures to Register for MHEC's Attorney List and to Request Reimbursement for Services
